Defence intends to conduct trial and experimentation within the Woomera Practice Area (WPA) and associated Woomera Restricted Areas (WRX) over the period 16 Oct - 5 Nov 2022.

    The issue

    • Defence activity requires use of airspace adjacent to the extant Woomera Restricted Areas (WRX)
    • Two Temporary Restricted Areas (TRA) are proposed to extend WRX to maintain public safety
    • The TRAs will be activated simultaneously with the WRX for a 4-6 hour period, on three occasions during October/November 2022
    • The TRAs are planned to be activated in the late afternoon/night.
    • Minimum 24 hours notice will be provided prior to activation.
    • When active and not in use, Defence may release TRA to Airservices Australia to enable civil transit.
    • Activation will be communicated via AIP SUP and accompanying NOTAM.

    Purpose

To seek consultation from regional and commercial aviation industry on the proposed temporary extension to Woomera Restricted Areas in support of military trial and experimentation.

To ensure public safety, some activities will require temporary restriction to non-participating aircraft in airspace adjacent to WPA/WRX. Two TRA are proposed (see attachment for visual depiction):

    VERTICAL LIMITS: A045-FL600
    HOURS OF ACTIVITY: NOTAM
CONTROLLING AUTHORITY: Air Force RCO Woomera

The proposed TRA will be activated in conjunction with WRX in its entirety. It is expected that the activation of TRA will be limited to 2 -3 activity periods in total for no more than 4-6 hours in duration per event. The activation period is expected to occur during late afternoon/night between the hours of 0730 – 1930Z. Activation periods will be published via NOTAM no less than 24 hours prior to commencement of each activity.

Within promulgated periods of activation, Defence may release the TRAs to Airservices Australia (ML CEN) to enable transit of civilian flights via normal air routes. The TRAs will be resumed by Defence from ML CEN when required, once all civil aircraft have vacated. Diversion routing is not expected to be published.

    Regional Impact

TRA 1 extends from SFC to 4500 FT AMSL. Access to Barton Siding and Wynbring airfields will be affected. Access to other airfields outside the existing WRX remain unaffected. TRA2 commences at 4500FT AMSL and extends upwards to FL600, allowing for flight at or below 4500FT AMSL.

    Industry Impact

In addition to air-routes affected by standard activation of WRX, air-routes A585 and W550 (ERC Low – L7) are also affected by this proposal. A585 (CDU-PINAV) and W550 (CALAR-GOMUL) are restricted to a highest useable level of 4500 FT. W486, G222 and A461 remain unaffected.

Defence expects to work closely with ML CEN to tactically manage TRA release and resumption in order to enable normal transit of the proposed TRAs, or prompt early diversion routing to minimise track miles for affected aircraft. Defence will advise and release TRA to ML CEN at the completion of each activity and cancel associated NOTAM.
