Elements of the Australian Defence Force (ADF) and partner nations will be conducting Exercise ‘TALISMAN SABRE 2023 (TS23)’ over the period 21 July – 04 August 2023.
This proposal notes the following key issues:
Elements of the ADF and partner nations will be conducting TS23 over the period 21 July – 04 August 2023.
TS23 is a large-scale military activity, involving a wide range of military air, sea and ground activities across the Queensland and News South Wales coast.
A TRA is proposed to safely separate civil airspace users from the high tempo military flying activity in the vicinity of Midge Point and Lakeside Airpark. Additionally, a TRA is proposed to safely separate civil airspace users from a military parachute drop overhead Lindeman Island during hours of night.
This paper also seeks to make airspace users aware of increased military flying activities in the Proserpine Broadcast Area and Class G airspace in the vicinity of the Whitsunday Islands.
This AvSEF Paper does not exhaustively cover the proposed temporary prohibited, restricted and danger areas for TS23. Stakeholders should refer to the AvSEF website for consultation material relating to different areas under ‘Exercise TALISMAN SABRE 2023.’
ADF and the United States Marine Corps will be conducting ship- and ground-based Rotary Wing and UAS activities in an area around Proserpine, Midge Point, Lakeside Airpark (Bloomsbury) and the Repulse Islands over the period 25 – 28 July 2023.
While most flying operations shall occur in Class G airspace; the tempo and complexity of air operations in the vicinity of Midge Point and Lakeside Airpark is such that a heightened safety risk would exist to transiting civil aircraft in these areas.
Defence are proposing activation of one of two Temporary Restricted Areas to segregate civilian and military flying operations in the areas of highest military density; TRA-Midge-Point or TRA-Lakeside. Only one of either TRA-Midge-Point or TRA-Lakeside shall be used. An update to this AvSEF Paper shall be issued in due course notifying the selected TRA.
TRA-Lindeman is required to safely segregate military parachute drop operations around the Lindeman Island drop zone
TRA-Lindeman will be active for up to 60 minutes during the hours of night (between 0900z-1500z) on 28 July 2023 and 30 July 2023, within the regularly scheduled overnight deactivation window of the Hamilton Island CTR.
There will be an ADF parachute drop occurring overhead Proserpine Aerodrome on 21, 23 and 24 July, during periods of night. It is assessed that a TRA is not required for the parachute drop at Proserpine, and notification of exact timings shall be issued via AIP SUP and NOTAM.
TRA-Midge-Point affects the use of multiple Proserpine (YBPN) instrument approach procedures (IAP) and their associated missed approach paths. Of note:
The affected instrument flight procedures will be promulgated as ‘unavailable’ via NOTAM and AIP SUP for the duration of TRA-Midge-Point activation.
During NOTAM activation periods, access by non-exercise aircraft through TRA-Midge-Point will not be available except in cases of a declared emergency, radio failure or participating in activities for the preservation of life and property (Search and Rescue (SAR), Medical (MEDEVAC), Police (POL) or Fire and Flood Relief (FFR)). Transit procedures will be promulgated via AIP SUP.

An air traffic control service will not be provided at Lakeside Airpark, and the airpark will be unavailable to civil aircraft. During NOTAM activation periods, access by non-exercise aircraft through TRA-Lakeside will not be available except in cases of a declared emergency, radio failure or when pre-coordinated with the Controlling Authority for flights in the preservation of life and property (SAR, MEDEVAC, POL or FFR).
Proposed Activation Hours: Two total activations. One 60 minute period during the hours of night (between 0900Z-1500Z) on both 28 and 30 July. Refer to NOTAM for exact timings.
Activation of TRA-Lindeman will impact instrument approach procedures at Proserpine and Hamilton Island.

Clearances through TRA-Lindeman, when appropriate, will be provided by the Controlling Authority. Details and procedures will be published via AIP SUP.
Class G airspace – increased military flying operations
Increased military aviation activities will occur in the Proserpine Broadcast Area and in areas of Class G airspace in the vicinity of Repulse Island and underneath the southern Hamilton Island control steps. A YBBB NOTAM notifying of increased MIL FLYING shall be issued for the period 25 – 28 July 2023.
